I have 2001 R* and had the same type of irritating vibration. Have been trying to eliminate them all one by one. Do you have a chrome tip on your front fender? Before a test ride,I slid business cards between each chrome tip end and my fender and that was it. Have since put little pieces of rubber behind the chrome and no problems. Hope this helps.
