A direct link to the US NHTSA article when I input from the main search for a 1999, Yamaha, Road Star:

If you save a link to this post in a favorites folder similar to the 'Road Star Tech Info' folder I have made for myself, you will be able to go to it and repost in the future when new riders post the same question as has been posted here already many times.

Too bad we can't get to the TSB (Technical Service Bullitin) did a search this morn. Seems they are strictly dealer. My issue is what if ya don't bring the bike in to the dealer for work? Like the oil level issue, now the level is less than what the service manual and owners manual calls for in the 1700 engines, but how is the person who does his own wrenching going to know this? Doing your own work does not void a warranty, but the level was lowered due to it "might" cause the SVS. I think an attorney would have a field day with this.

Hey Erb, I saw a few TSB's on the nhtsa site. I ran a fresh search on a 03. there is a button saying "document search" click on it and it brings up a whole slew of supporting info in pdf format, including some TSB's...

I haven't looked yet, but I think they are Factory modification Campaigns ( http://www.starmotorcycles.com/star/fmc/home.aspx ), and those are sent out to bike owners too, even found those on the Yamaha web site. Here's a TSB that I typed out http://weislake.com/sig/mucker/tsb2-2-05.htm, got it from my dealer, yet, cannot find it on the nhtsa site. I do notice that the one on engine noise is from "TECH EXCHANGE". Maybe it's from this division that they only get to dealer? It also said Tech Exchange on a few others that I've been shown at dealer. Could be left hand and right hand type deals??. So from what I seen, there are TSB's from "Tech Exchange", Factory modification campaigns, and TSB from who know where's. I have seen 2 on the 1700 oil issue that dealer showed me from "Tech Exchange", cannot find it anywhere else.

Your right, most are Factory mod campaigns, I did see a couple that were issued from tech exchange, but the were just tips on how to simplify the recall procedure. Which makes sense.
