I'm suprised someone has'nt jumped in by now. Have you pulled the plugs and checked for spark and plug condition?

The cylinders should both be firing. Something is not right if it takes 15 min. to start. Or is that 15 min. to warm up? Either way, That's not right. How do you know only the rear is firing? The choke adds fuel (enricher), It doesn't actually "choke". So I really don't think that's your problem. How was it running before?

What year is your scoot?

Do you pull the choke (enricher) to start her up?

What does she do when you are cranking and cranking and cranking?

When was the last time you gassed her up?

You could be over choking it with mine if I pull the choke out all the way and start it and leave it in that position it runs really bad. Try starting it and then push the choke half way in and run it there for a while. You can ride with it in that position for a mile or two and the push it all the way in.
