I was installing a jet kit today on my 2003 Road Star and noticed small cracks in the intake. They look to just be surface cracks. Is this normal? I haven't noticed it before on my other bikes.

If it's just surface cracks in the rubber, they should be ok. There is a metal insert sandwiched in the rubber so the strength shouldn't be compromised, as long as you have no vacuum leaks. Spray a little WD-40 around the outside of the intake manifold near the cracks while it's running & if it doesn't idle any differently while spraying, they're fine. I noticed that mine has a little dryrot as well near the carburetor mouth.
A question: How did you get a picture that big posted on this forum??? The maximum I've ever been able to post were 499x499 pixels with a maximum of 50 kilobytes & I always have to convert it to JPG or it kicks it out! Your pic is 1024x768 pixels @ 2.25 MEGAbytes in a BMP format! How?

Surface cracks are probably no big deal as the manifold is aluminum covered with rubber. Cracks all the way through could result in air leaks. Teh rubber manifold is used to accommodate expansion of the cylinders as they heat up, so the manifold flexes as the engine heats and cools.

What is weird is my picture looks the same as everyone elses. I just went to the site that someone here recommended to resize the image and it posted. It was too large originally and was denied. Why does it look the same on my end?

I think those cracks should be ok, I would try the WD-40 trick I mentioned (while you have the tank off). You should have enough fuel in the carb bowl (unless your's is fuel injected) to run for a minute while you spray WD-40 & listen for RPM variations. Whie you're at it, also spray some around where the intake mates to the cylinder head, as that is a common place for leaks as well.
