Fuel Injector Problem? 2 Years, 6 Months ago

I have a 08 Roadstar 1700 w/approx. 10,000 miles & just recently changed the pipes to a set of "Bub Big Willy's" added the "Power Commander" & changed the air filter to a "K & N". I have always had bad gas mi., the light usually kicks on w/126 miles showing from full.
I have the Pair vavle blocked & the Oxygen sensors have resisters in them to make them work (not installed in the pipes)
With all the maps given from P.C. it seems to run really rough in 4th & 5th when the bike flattens out.
This seems to be a real problem because it is in a High Performance Bike Shop & they are trying to Dyno-tune it for a custom map.
They have done a leak-down test, that's ok. Pulled the gas tank & checked all hoses & wires, that's ok. Changed spark plugs & still can't seem to figure out what the problem is.
