i rode my vstar for 5 years in los angeles with an unlit side mount tag. I never once got stopped for not having it lit. i think its because the plate material is reflective so if a cop is behind you his head lights (or any other car's) is lighting the plate. I got stopped for helmet violations frequently but never a word about the tag.
