What is the rev limiter set @ on a stock 09 Road Star and would it harm the motor if I up it to 5500 RPMs? Thanks!!

Subject: starter problems
Papa Bear: with a new battery installed, i get all lights and electronics functioning when I push the starter button, but only a click. No starter rotation at all. Prognosis please? Papa Bear
