I don't know if it's ever been proven if the crap that builds up in SVS is caused by too much oil, too rich on the fuel, or both. I've seen lots of opinions but never any absolute proof. Not saying it isn't out there. Just never saw it. Since Roadie owners were getting jacked by Yami on the SVS issue they started experimenting on their own. They found out the bike is fine with 4 qts. Yami also reads all the Roadie forums. They saw (and still see) all the posts concerning SVS. At one time it was the topic of the day on every forum. It's my opinion that Yami saw all the posts from people bitching about Yamaha and their unwillingness to do the right thing and fix bikes that had SVS. And they saw all the posts about what all the owners were doing to try and solve the problem themselves. They came up with that PDF to try and cover their ass and blame the owners. Of course it can get a lot more involed and detailed than what I wrote here but that's my opinion.
I was not aware that the oil level solution originated from owners with the SVS issue prior to Yamaha addressing it in a tech bulletin. I can't help but wonder what it is about the 1700 motors that seem to make them much more likely to have this issue, I know the valve covers are different and the line from the top oil tank to the rear cover is in a different position and that stock jetting seems to be richer on the 1700's. The only times I personally have seen a 1600 motor with this problem was when the owners were using premium fuel. Do you have thoughts on this?
Sorry if this is old news, if it is I've missed it.

I'll start by saying SVS isn't that common. It seems much more common than it is because of the confined space of a forum. You take 10,000 widget owners and put them in a huge room. Have a smaller room off to the side where people who are having trouble with the widget cases cracking can go and talk about it. 10 people are having problems and go into that room and start talking about how the case cracked. An 11th person, a new widget owner, walks into the room by mistake and hears what's being said. Well, they hear every single person in that room talking about how the case cracked. So the conclude It must be a huge problem since it happened to everyone there. They aren't hearing from the other 9,990 people because they don't have a problem and aren't in the room talking about it. They're out in the big room drinkin beer and having a good time. Forums are kinda like that little room with the 10 people in it.
It wasn't just owners with SVS that did this. It was also owners who didn't want to get it. And for a while there was almost a mass hysteria over SVS (the little room theory) so people were trying all sorts of stuff to stave it off. I really wouldn't call the PDF you posted Yamaha addressing the issue. Yami sends these bulletins out through their dealer network to be seen by dealers only. They don't share this info with the people who buy the bikes. They aren't meant for public viewing. Yamaha got sued a few times over fixing a bike with SVS and lost. So they came out with the bulletin to cover their ass. That is another reason people took it upon themselves to find fixes for the problems. It will take someone with more tech knowledge than me to explain why the 1700 is more prone. I do know in 06 they went to different valves in the roadies to presumably take care of the SVS problem.
Disclaimer - This is all just my thoughts and opinions. Someone else can come up with their own ideas which will be just as valid.

here is my take on this after a year working on my 1700 with SVS in and out of the shop and with tech's that have no clue and will argue that you must stick with the book. so here is 3 ways to fix SVS 1st run vavle cleaner mixed in the gas seafome and MMO are good but Yamaha ring free is fantastic use as directed all of these will lube the top end 2nd do as above and take the pipes off from the heads and spray cleaner directly on the vales let soak and start to blow out crap do this a few times. 3rd pull you top end. now here is the trick to not having SVS return. if you use 4.3 qts you have just over filled your eng. if you use the pour in 4 qts you are at max and still run the risk of SVS 3.8 and i know what your thinking .2 of a qts belive me it makes a diffrance.so the key is to maintain 3.8 qts no more no less.

I also feel running the seafoam or = top end cleaner like for example Chevrons TechTron a few times yrly in our bikes will help us avoid having to deal with SVS and not ever have to do the SEAFOAM DOOSHE with a heavy dose of seafoam in the fuel tank along with spraying deep creep seafoam thru the carb throat and then removing the exhaust pipes to spray the seafoam deep creep in the exhaust ports on heads/LOL!!!!!!!.
