That's very strange.

The stock 1600 has a 165.

You should check your choke as outlined here ....http://roadstarclinic.com/content/view/219/96/

That is weird especially 'cause black smoke sound like it's running rich.

Does it hesitate at all during a WOT test? If it stutters and then picks up after AND is blowing black smoke and getting poor MPG, that all sounds like you're rich. Something you probably don't want to hear is that black smoke could mean bad rings too

I'd go with jetting though personally.

black smoke is rich, blue is oil (white for water but we got no h2o).
move the main jet's needle clip up 2 notches.

remove tank, open top cover, like a dentist pullung a tooth
that plastic clip will come out, watch for tiny washer on needle too.
the washer adjusts the off position of the needle and the e-clip the mid-high range.

if you put around town under 45 or cruize 55-75 which is worse for smoking?

That main is too small. You'll need to check the pilot jet size too, stock is a 35. Most of your cruising speed comes off the pilot ckt.

Yes, That would be the easiest way. It is stamped into the side very small. Be careful not to hit the float. You might want to also check the float level before reassembly.
