"drilled the hole twice the size as the normal stock hole, and deep enough, but not so deep that I'd come through the bottom part of the tank"

OK .... I think we may have it. The hole must be drilled all the way through. Normally the vent pipe vents sideways into the tank not down and this is where it's probably plugged.

At this point I would be worried about straightening the vent tube too many times as they do break off

if stressed too much. How much is too much? Beats me. I've only done mine once.

If your one vent-hole gas cap is working then I'd leave well enough alone.
