As slothy said, you'll want side opening bags, if you plan on going with a larger Tour Pak.
My Champion Sidecars trunk was smaller, and my rear opening bags would open just enough to get into. (edit- see you are doing without the trunk.)

As GrinderEFFE said the Venture and Tour deluxe bags are the same from about 99-10.
The early model Tour Deluxe bags(97-98 ??) were slightly different though. They had latches on the front and rear both, and lids would remove completely. I really like the looks of them, no hinge on the side.
Think VegasDave here has them on his..

As far as fairings, there are so many to choose from now, and most of them are pretty good quality. Main considerations are if you want a two piece, with inner and outer (easier to get to electrics), or a one piece (probably little more weather resistant). Also, do you prefer ABS or fiberglass. Oh, and of course price.

Most fairings I've seen will stand up a little straighter. A WOC fairing, which is what I have, will lean back more. Although my WOC leans back a little more, which I like the looks of better, the windshield leans back more also, and it takes a taller shield to get the same amount of wind protection as the more upright fairings with a shorter shield.
My shorter shield gets used most of the time, and looks a lot cooler, but my taller shield gets used when weather gets a little cooler..

aren't those bags and fender one piece? found some vintage H/D hard bags that look simaliar to the those bags if interested pm your email and I'll send some pics

There is one set of hard bags that are slightly different but the mounts are the same as the later model ones.
The 97/98 Tour Deluxe bags look like the ones I have but are getting harder to find!

There is a new bag, that I really like the looks of, that will be available shortly. No hinges, latches, or locks showing. Have no idea what price will be though. It is made by Dead Center Cycles. They make a good solid product. Think that is what Jay's (UltraStar) fairing is.

Did you look at tjdcustoms.com ? sale on now $440 for bags and fender minus lids. Lids are $125/pr.

Venture bags are not that tall, but i think they'd be a bit on the high side, with a pair of V&H long shots. I used to have a pair of cobra long speedsters below my venture bags, which are lower than V&H longshots. They were at the right height, and i really liked the look of my bike. Too bad i was dragging them on the road on almost every right turn... i changed them with a V&H pro-pipe, low enough and no more draggin', though i don't like them as the speedsters or a pair of dooleys
