You can go to a hardware store and buy some stock aluminum tubing and cut any size spacer you need....Coug

My guess would be that you have the hardware used to mount up to the OEM sissybar side arms. The holes in the sidearms are a larger diameter than those in the stock brows.
Try looking for Polyethylene spacers in the hardware department at Home Depot. I just bought some to use on the mounting hardware for my windshield lowers. They had several different sizes.

OK, that makes sense. I didn't realize, or even think about the fact that the Silverado would have different eyebrows.
Thanks to everyone for their help. Hopefully I'll get these things straightened out by the weekend.

I have the same quick release bag set-up. All I had to do was bring my original eyebrow bolts to ACE Hardware. They sell Chrome bolts in metric sizes. I found some the right lenght to use with the eyebrow, and a different lenght to use when I install my passenger seat and backrest.

OK, one more quick question:
The stock bolts had what appears to be Red lock-tight on them. I'm getting new bolts and thinking of using the Blue lock-tight. Am I going to have any issues with the residual Red lock-tight in the threads of the nut that sits inside the fender?

ARRGH! This is getting so darn frustrating!!!
Went to my local ACE and they didn't have the Chrome sets, but refered me to a bigger ACE that did.
Got over there and (after finding someone to unlock the display) found that they didn't have any long enough. The bolts are M8 - 1.25 pitch and I need 50mm, but they only went up to 40mm with the screw head. Also, the spacers were only in SAE sizes, but a little play there shouldn't hurt if I tighten everything down, right?
Why do I need 50MM? Well I took a pic to show you all my issue. The recess in the eyebrows are about 1/2" in the front - much deeper than originally thought. Also, if I get a 1/2" spacer for the front, I'll have to get one for the back so things stay lined up, even though the back of the eyebrows are thinner.
Did those who went to ACE switch over to hex heads or something? I've even e-mailed ghostbrackets but only got an automated response.
