anybody know if i am supposed to have 12 continuious at the fuel pump? when i cut the switch on i get 12 volts for about three seconds then it drops down to about .3

You should have battery voltage all the time with the key on. The pump pump will stop pumping and will maintain pressure from a built in pressure. It sounds like you have a crusty connection some where. Run a jumper wire from the battery to the pump to proove this out. Do not leave the jumper wire in there as a fix, repair it properly.

Thats not the answer i was hoping for. I was hoping you would tell me it should be energized for about 3 seconds.
