That's fairly snug. Just remember you're screwing a steel plug case into an aluminum alloy head, and use your own discretion... lunching the plug threads of the head can become a fairly costly mistake. It will start to feel a slight snugness, but the crush washers need to be crushed. You'll get considerable resistance once you get to the gasket, but keep going, so that it will crush... when you meet the next level of resistance: STOP, you are there!
