I bought a brush for cleaning out the vent on the clothes dryer. It's about 2ft long and you can bend it or fold it to just about any shape. Get in all the tight spots just soap it up and go to town. You can even reach in and rap it around the hub and scrub. So put the bike on a lift, take it all the way up on very level ground, get one of those coolers that will at least hold a six pac, sit on it spin the wheel and scrub. Then dry them off good and use spray wax and a big fat shoe lace to shine them up. Takes a while so you may have to refill the cooler before moving onto the next wheel.

my solution was to powder coat spokes black, left the chrome rim, gloss black hub, very glad I finally did it, just couldn't stand dull spokes anymore.

Amazon has the polishing cones. I think I've seen them at Walmart and Autozone too.
