I think you might need new cables with that. I have 2" pullbacks i reworked them, but didn't seem to have much more slack

Man, how did you pull that off? My 2012 Road* is in the shop having a 2 in up and 2 in back riser put on and them boneheads told me that I'm gonna need all new cables as a cost of 400 bucks!! UGH Parts and labor = close to 1000 bucks just to have a riser installed. I told them to take that riser off and put this DT Riser BA-7421-RD on. It only comes back 2 inches, which will give me the reach I need and it guarantees no cable replacements. Just got a funny feeling the shop was milkin me a little bit on this one....I can't do it due to disability, but am well versed in the mechanics of it......

I got the same height risers as the factory ones with 2 or 21/2 pull back, can't remember which and the cables were ok.
I'd guess they were trying to get all your money at once. Thats why we call them stealerships, they are about as helpful as a hog with a side saddle.

I have 4" pull back risers with stock cables. Were on the bike when I bought it.

Where is the conflict point of the bars vs the WOC? I ran a WOC with pullbacks but I may have had to remove the WOC shelf and insert the WOC blank.
