Try backing off the PMS. By backing the PMS out, you make the pilot circuit richer. If the carb has never been jetted, and you have the pipes and a freer flowing intake, as well as the ported manifold, you probably are lean. If your other carb is almost done, you could back the PMS out to 3 or 3 1/4, and see of that helps yo get you by. If you want to get by, you could also put a second washer under the plastic spacer on the needle for a total of two. That'd give you a half step richer in the overlap. The washer, and the PMS adjustment will probably help until your other carb is finished.
