To make the wheel move you need to loosen the axle and the brake adjuster bolt. Once those are loose the wheel should move when you tighten or loosen the adjustment bolts. You just need to turn one adjustment bolt about 1/4 turn at a time. As you said in your question, in your case, either loosen the right (exhaust) or tighten the left side bolt. Doc
