Speedo Zeroing Question. 4 Years, 1 Month ago  
I wanted to know peoples opinion about how they feel about a bike getting their speedo zeroed out. A friend had a major overhaul on his engine (a HD - no bash, just for info purposes) to the tune of $8,500.00 and had the dealer zero out the speedo. Now his bike 'looks' brand new and the mileage reflects it, but in reality the frame has over 60k miles on it. He claims it's OK because just about everything but the frame has been replaced. I think it's BS fraud should he sell the bike and not disclose the 'actual' mileage.

Thoughts?

Well, if he were to sell it and be up front stating that the speedometer was zeroed to reflect the rebuild then I don't see a problem but if he were to hide what has been done then I would say fraud.

I think he should disclose the engine rebuild, if he doesn't it IS fraud. A new motor and parts would make it a new bike, frames don't really wear out.

There is no middle ground in my opinion. Either full disclosure or it's fraud. He sould have left the speedo as is and documented the rebuild really well for the buyer.

Metal does get stressed and can crack , thus it's not new! If I was informed up front , I'd be cool with it, if I found out on my own after buying a "new" bike , I'd feel ripped, and wander what else I was lied to about. Selling it as new would be a lie , selling it as refurbished with 0 miles is something else. My opinion anywho. BB

The V.I.N.# and the title would still state the year. Yeah, you could say you bought the bike and stored it I guess. I say raise the flag.

Up here in Alerta we have a legal obligation for disclosure of mileage.
If a vehicle needs to have it's odometer replaced, the new one can be left at zero, BUT.... there must be a sticker attatched to the vehicles rating plate/vin tag, with the actual milaeage of the vehicle when the odometer was replaced. The new digital odometers can be replaced and then programmed to reflect the actual mileage of the vehicle.
If that HD guy was just replacing the odometer for novelty's sake, fine. But if he was going to sell the bike as a low-miler without disclosing the actual mileage when the odometer was replaced, then sorry, it's FRAUD!!!
A REBUILT bike is never going to be a NEW bike. When I first registered my new Roadie, it was given the registry status title "New Motorcycle" and the mileage was recorded into the government system. It will have this title for the whole time it is registerd in my name, unless it is written off or sold to someone else.
If it is ever written off, it will be given a "Salvage" status. If it is then rebuilt and inspected by the government agaency, it will be given a "Repaired" status.
Our governmet here is trying to put a halt on Fraudulent vehicle deals, by keeping track of odometer readings and the vehicle's "status" each and every time it is registered to get license plates.
Since fraud is happening so much, our government is making an attempt to protect vehicle buyers.

As long as he don't try and sell it as new no problem. If he did it just to feel like he has a new bike his money. But no one said anything about selling.

Same in Ontario. You must provide the odometer reading each year you renew the registration.
